Question:

Is Cocoa powder (like Hershey's) OK for passover?
Do nuts have to be K for P?  Or can you buy regular nuts off the
supermarket shelf?

Answer:

All processed foods require a Kosher for Passover certification mark to be
acceptable for Passover.  There are Passover cocoa products.  Raw nuts from
trees are acceptable for Passover.

Nuts in shells are ok, but shelled nuts with preservatives added (for freshness - check the ingredients) require Passover supervision.
